Basketball Rules Supplement
For Recreation and Competition

Games shall be played under Reach Youth Basketball League (RBYL) Policies, Rules and Regulation. Rules not covered in the RBYL Manual shall be played under Arizona Interscholastic Association (A.I.A) Rules. A.I.A. Rules may be obtained by calling A.I.A. Office at (602) 257-0272.
No abusive or inappropriate language will be allowed for anyone. If any player, coach or spectator is ejected from the gym, they will not be allowed to attend the next game. Any aggressive physical behavior will result in the individual being expelled from the league for the remainder of the (RBYL).
RESPECT for Coaches, players, game officials, volunteers and spectators is a MUST or you may be asked to leave the gym.
Rule 1- Court and Equipment
SEC. 1 The Playing Court – the playing court shall be a rectangular surface free from obstruction with dimensions not greater than 84 feet in length by 50 feet in width, or as close to these
dimensions possible.
SEC. 2 The official game ball for RBYL is the 28.5 basketball.
SEC. 3 RBYL is responsible for:
A) Game ball
B) Scoring book
C) Scorekeeper
D) Officials
E) Clock, timer and possession arrows
SEC. 4 It is recommended that benches for players and coaches of both teams be placed along that side of the court on which the scorekeeper’s and timer’s table is located.
Rule 2 – Player Equipment
SEC.1 A clearly visible number must be worn by each player on the front and/or back of the uniform.
SEC. 2 A players shirt shall be tucked inside the shorts and the shorts shall be above the hips and worn properly.
SEC. 3 Undershirts may be worn provided they are of solid color front and back.
SEC. 4 A player may not wear any equipment which is dangerous or confusing to other players or is not appropriate. Example of illegal items:
A) Barrettes or ribbons. Rubber bands should be used to control hair.
B) Jewelry, earrings, medical or religious medals.
C) Unnatural equipment designed to increase a player height or reach.
SEC. 5 Tennis or basketball shoes are required.
SEC. 6 RBYL recommends that players wear a mouthpiece.
Rule 3 – Timing Regulations
SEC. 1 Playing time shall be (4) quarters of eight minutes running until last two minutes of 2nd and 4th quarters; each with intermissions of one (1) minute after the 1st and 3rd and
five (5) minutes at half time.
Rule 4 – General Game Play
SEC. 1 The game will start at the top of the hour. Score sheets must be filled out and submitted to the scorer’s table 10 minutes prior to the start of the game.
SEC.2 Score keepers will keep track of the number of personal and team fouls. Score table volunteers may not be active participants during the games, violators will be asked to leave the scorer’s table.
SEC.3 A team may elect to play with only 4 registered team members if a 5th member is not available.
SEC.4 Zone Defense is allowed in the RBYL.
SEC.5 A player who is fouled during the act of shooting will receive 1 point and the ball out of bounds. If the basket is made, they will receive 3 points and the defensive team gets the ball out of bounds.
SEC.6 One point is awarded for each foul committed after the 6th team foul, per half.
SEC.7 After a player’s 5th personal foul they will not be allowed to play the remainder of the game.
SEC.8 The defense can not pick up the ball handler until they reach half court except for the last 2 minutes of each half when full court pressure is allowed.
SEC.9 Stealing is allowed.
SEC.10 No double teaming is allowed. However, “help defense” is allowed and may create a double team scenario for a short moment. After the offensive player is picked up by his assigned defensive player, other defensive player that “helped” must return to his own offensive player.
Rule 5 – Players and Substitutes
SEC. 1 A substitute who desires to enter the game shall report to the scorers’ table, giving his/her number and the number of the player who is being replaced and with to be called or waived in by the official.
SEC. 2 The entering player shall not replace a free thrower or a jumper except in the case of injury or disqualification.
SEC. 3 A player who is bleeding, has an open wound, or has an excessive amount of blood on his/her uniform shall be directed to leave the game and may not return until appropriate treatment is administered. RBYL will carry extra uniforms and a First Aid Kit.
Rule 6 – Player Discipline
SEC.1 Players who aren’t at practice or have discipline problems may, at the coach’s discretion, not get to play half of the game. Parents must be notified, before the game begins, by the coach as to why their child may not play half of the game.
